Carrying or releasing a Non-Intelligent Lifeform into Stem City will result in seizure and termination of the Non-Intelligent Lifeforms along with all relevant parties being held in The Complex and being put on The Nexus' market.
Possession/Protecting of Non-Intelligent Lifeforms
Possessing/Protecting a Non-Intelligent Lifeform will result in seizure and termination of the Non-Intelligent Lifeform along with a hefty 30 days of detention and a 40000 Marks fine.
Breeding of Non-Intelligent Lifeforms
Allowing Non-Intelligent Lifeforms to create offspring will result in seizure and termination of the Non-Intelligent Lifeforms along with all relevant parties being held in The Complex and being put on The Nexus' market.
Possession of Stem Slimes without Off-World Sell Intent
Possessing a living Stem Slime within the wall of Stem City without intending to sell them to an off-world customer will result in seizure and termination of the Stem Slime, along with all relevant parties being held in The Complex and being put on The Nexus' market.
Nexus Addendum
If caged properly or sedated, Non-Intelligent Lifeforms are allowed within the bounds of the Nexus or its Stemrail trains during the duration of the journey.
Markcard Renewal
All citizens have the protected right to obtain a new copy of their Markcard at either the Nexus or Stem Tower without any fee.
Mark Gold Transfer
All citizens have the protected right to transfer found Mark Gold ingots into digital Marks accessible via Markcards.
Property Request
All citizens have the protected right to request ownership of an unowned property without any fee.
Contract Submission
If a signed legal contract is made and a copy is not submitted to Stem Tower by 1 party within 72 hours after signing, it will be seen as void. Contracts will become valid within 1-7 days after proper submission.
Contract Termination

A form must be filled out and submitted at Stem Tower. Signatures from all the original related parties must be present on the form to properly terminate it. When a person dies, all of their signed contracts become void.
Contract Violation
If a contract violation is reported and its evidence is found valid, a 10K Marks fine will be given to the offending parties. This fine will continue to double for each further offense up to 100K Marks.
To submit evidence of a crime, one must arrive at Stem Tower with photographic or auditory evidence. The Judicial Lawmen will take between 1-3 months to process a crime request.
Disturbing Peace
If one is disturbing the peace in a protected location (Stem Tower, the Nexus, Stemrails), Lawmen will issue a verbal warning. If the warning is ignored, force strong enough to subdue subject will be authorized.
Battery
Battery is defined as partaking in a visibly violent altercation that started with the intent to deliver damage. Up to three battery offenses will be allowed on a citizen's record, with the fine starting at 15K Marks and tripling each time. After the third offense, all Battery offenses will automatically be upgraded to Murder offenses.
Indirect Murder
Indirect Murder is defined as carrying out another's will, said will leading to another citizen or off-world visitor losing their life. In order to perform Indirect Murder legally, a license must be bought from Stem Tower for 1M Marks. Otherwise, it functions just like a Murder charge.
Murder
Murder is defined as causing another citizen or off-world visitor to lose their life by either direct action or lack of action. Lawmen will arrest you, and you will be detained for 30 days and a 100K Marks fine before receiving a permanent tax on your Markcard. Stem Tower will receive 15% of all of the card's incoming earnings. A second violent offense will have you held in The Complex and put up on The Nexus' market.
Serial Murder
Serial Murder is defined by repetitive (5+) murders. A bounty of 10K Marks will be put on your head, and you will be held in the heavy containment sector of The Complex.
STEMNET Tampering
Attempting to damage, hijack, or otherwise tamper with the STEMNET will result in a fine of 2000 Marks and triples for each and every offense. After the third offense, all following STEMNET Tampering offenses will automatically be upgraded to Murder offenses.
LAWMAN Tampering
Obstructing, damaging, or hijacking Lawmen is considered a Battery offense after the Lawman issues a verbal warning. Rejecting the Lawman's attempts to log your Markcard and register your crime will result in deadly force being authorized.
LAWMAN Assault
This crime is equivalent to a Murder offense with the addition of an extra 50K Marks fine.
Stem Tower Representative Assault
This crime is equivalent to a second Murder offense.
Stemrail Tampering
Tampering with (damaging, bugging, defacing, or hacking) The Nexus' devices, the Stemrail network, Stemrail trains, or The Grand Shroom's portal technology is strictly prohibited. You will receive 90 days in jail along with a 200K Marks fine.
Stemrail Hijacking
Stopping or impeding the operation of The Nexus' devices, the Stemrail network, Stemrail trains, or The Grand Shroom's portal technology is strictly prohibited. You will be held in The Complex and put up on The Nexus' market.
Inability to Pay a Fine
If any crime's fine is unable to be paid, you will be held in The Complex and put on The Nexus' market.
Evidence Forgery
If a submitted case's evidence is found to be falsified, a fine equal to the accused's crimes will be issued.
Form Forgery
If a form's information is found to be falsified, a fine of 5K Marks will be issued.
Markcard Forgery
If a Markcard's information is found to be falsified, the owner is to be held in The Complex and put on The Nexus' market.
Possession/Smuggling of Projectile Weapons
Possession or smuggling of projectile-based weapons is strictly prohibited. A fine of 25K Marks will be issued for each weapon.
Unauthorized Stemnet Hosting
Maintaining a .STEM address without a proper license is illegal. A 35K Marks fine will be issued, and relevant technology seized.
At the start of Q2 and Q4, a Stem Tower representative will come and personally review the quality of Shroom's Academy. If the academy is clean and the professors are seen as competent, the academy gets granted 500000 Marks from Stem Tower for funding.

Stem Tower's Nexus has full rights to evaluate, keep, or reject any cargo/individuals aboard off-world Stemrail cargo vessels. Repeated offenses will lead to gold payment penalties.
No off-world government, company, or non-citizen individual may own or supply any businesses in Stem City. All of their business within Stem City must be conducted through Stem City's Nexus and its related database. An offending nation breaking these rules will be placed lower on the Nexus' priority list and be given less gold for their goods and services.
Any attempt to infiltrate, undermine, or dissasemble Stem City's government by off-world persons will result in instant blacklisting of their activities and lead to the deportation of all affiliated figures. If deportation is resisted, deadly force will be authorized and prioritized.
If an off-worlder is visiting Stem City, they will be given a two-day visa by the Nexus that corresponds with a returning Stemrail passenger train. If an off-worlder stays longer than the visa, they will be deported back to the off-world of origin. If deportation is resisted, deadly force will be authorized and prioritized.

To immigrate, one must head to Stem Tower and go through the quick process of creating a Markcard and associated database profile. Name, DOB, POB, and bust photo are all that's required.
Markcard Refusal
Intention to live on Stem Island for a length longer than 2 days requires a personalized Markcard and associated database profile. If found without one, detainment will be performed, and the offender will be forced to create one. If creation is resisted, deadly force will be authorized and pursued.
Stem Tower and its representatives own all of Stem Island. Its representatives have the final say on everything. Their terms are lifelong, unless terminated by the ruling administrator.
The next Stem Tower administrator is to be elected by the currently positioned administrator.
If the next Stem Tower administrator becomes deceased before appointing an heir, the Nexus' current manager is elected in their place. If the Nexus does not possess a current manager, the wealthiest Markcard's owner is elected.

Stem City is separated into hunderds of property lots. If the owner of a property is reported to have died or doesn't fill out a property renewal form with the period of Q1, then their land will become free to take.

Violating another's property and being reported is punishable by a 1K Marks fine. Each repeating offense adds another 4K Marks fine up until 50K. After that, all offenses will result in 90 days of detention time along with an additional 10K fine.
