Philly is a curious, talkative, and highly moral person. She believes that everybody has a right to fight against oppression.
She's awful with money.
She can't fly into Stem City's walls due to the patrolling Lawairs viewing her as a threat.
Philly can carry about an additional 300 pounds with her while flying.
Philly flies to Outlands settlements such as Core and Gillsway and delivers newspapers and mail between them. In her free time, she attempts to research the contents of the files that she handed over to Bally Backster.
Growing up poor in Stem City's slums, Philly and her homeless family lived in an abandoned noble skyscraper.
Her mother, an aspiring journalist in a city where any sort of unofficial press was illegal, brought Philly out around the city frequently to show how to take good pictures without drawing attention to yourself, how to sell news packets in a way the Lawmen didn't recognize them, and where to find the biggest scoops of gossip that the people would come back for.
As Blema's regime became ruling and their industry was no longer illegal, business boomed temporarily. As the GNU came to oppress the city in the Era of The Squeeze, the up-and-coming family no longer could afford food. In XX808, they moved out into the Outlands; a hut on the outskirts of Gillsway became their nest. It was hard adjusting from city life to the quiet, more rural lifestyle, but it was ultimately for the better.
At the age of 30, she awoke to a horrific housefire. As other Gillsway citizens came to extinguish the flames, Philly came to the startling realization that among the fires, there were screams. Nothing remained of her mother and father other than charred corpses. The citizens swore up and down that nobody had seen anybody approach their place.
She silently wept as she searched the burned home for any old possessions. She stumbled upon a strange letter that was unmistakably her father's handwriting beneath the melted floorboards. It was addressed directly to her.
Opening it up, she found a note containing their old Stem City address, a number combination, and a set of instructions that told her to rip down the walls, grab the small briefcase located within, and give it to Stem Tower's Bally Backster. An extra note was taped on, ordering her not to open the case herself.
Now homeless, Philly did as instructed as she did the odd jobs for Outlanders across the Fungal Plains.
During this period, she was working hard at fulfilling her father's written wishes. It took a long time and a lot of risk to find him, but 31-year-old Philly brought the strange briefcase to Bally Backster. He looked surprised, thanking her before respectfully asking her to never contact him again if she valued her life.
Her morbid curiosity is never satisfied; she keeps digging for what the internals of that suitcase could've been via an elaborate corkboard in her headspace. Despite the growing fear in the back of her head, she presses on, getting riskier and riskier with what she investigates in her free time.
Detective Decie Dice - Somebody who she's recently hired in order to figure out the strange happenings around the mysterious Bally Backster. She looks up to him for his methods, which are both so brave and so incredibly well thought out.
Bally Backster - A Stem Tower scientist she handed over specific files to. She would like to talk to him again, but his orders were very clear.
